Harry Cecil Rowsell, veterinarian, animal care specialist (b at Toronto 29 May 1921). After serving in the Royal Canadian Navy 1941-45, he became a veterinarian (U of T, 1949) and later conducted several years of research on cardiovascular diseases and thrombosis as part of a McMaster-Ontario Veterinary Coll team. He was the first chairman of veterinary pathology at the Western Coll of Veterinary Medicine, U of Sask 1965-68, and first executive secretary of the Canadian Council of Animal Care 1968-92.

Rowsell has a strong national and international reputation in the care of domestic, wild and laboratory animals and birds of all types, but in particular in experimental animal care. His efforts have resulted in dramatic improvements in the treatment of experimental animals in Canada and abroad. He was the first recipient of the Canadian Veterinary Medicine Association Humane Award in 1987.
